Reshaping Chilenidad: Racial Norms, Immigrant Students, and Educational Policies under South-South Migration in Chile
Keywords: racial norms, national policy of foreings students, Chile, south-south migration, critical discourse analysis, chilenidad
Abstract
This chapter explores how Latin American migration in Northern Chile reshapes racial norms of Chilenidad within educational spaces traditionally characterized by order and homogeneity. Through a critical discourse analysis, the research examines the dynamic interplay between migration policies and the actions of various stakeholders. A historical review of migration policies lays the groundwork for analyzing the national policy on foreign students, supplemented by interviews with educational evaluators. The findings reveal ongoing tensions among stakeholders in framing migration and its impact on education, while also demonstrating that the national policy on foreign students serves as a framework that both echoes and challenges prevailing norms. Together, these insights highlight opportunities for rethinking educational challenges in Chile toward a transformative system that moves beyond a conventional rights-based approach.
