Gobernanza de datos climáticos: Conectando datos para la acción climática
Keywords: climate policy, interoperability, Open Data, climate data governance
Abstract
Chile needs traceable, accessible and comparable climate data to protect health, water and infrastructure in the face of increasingly urgent adaptation needs. This policy brief diagnoses three structural problems in Chile's climate data governance. First, institutional fragmentation prevents effective coordination across sectors and territorial levels. Second, gaps in digital infrastructure and human capacity show up as isolated sectoral platforms, policy commitments without operational links, and data nodes that are not sustained over time. Third, weak traceability makes it hard to verify climate commitments. The brief proposes seven priority actions: a high-level interministerial coordination entity; measurable objectives tracked on a public dashboard; a national inventory and open publication of high-value climate data; mandatory climate risk reporting for critical infrastructure; integration of climate risk into public works and housing standards; independent oversight with ex-post transparency; and a continuous training program in climate data governance for public officials. These measures contribute to Article 13 of the Paris Agreement and to SDGs 9, 13, 16 and 17.
