Abstract

To understand the relationships between society and environment in the framework of sustainable development has proposed a systemic approach, considering three basic areas: economic valorization, social actors and territorial management. Territorial Management, defined as the set of tools, standards, rules, mechanisms that accompany the valorization of fragile areas is the key to sustainability. This communication reflects on the application of the concepts, methods and techniques that Fondecyt proposed in the management of El Yali National Reserve. The consideration of the ways of managing this natural area, allowed to account the major public sector coordination to deal with issues related to resource management and the need to coordinate efforts and powers to tackle to tourism so as to align with the efforts of communities and enterprises for development the site. In relation to the management of coastal natural areas (wetland) community planning of tourism development is an opportunity of sharing between stakeholders and their respective territorial projects to propose alternatives that can reach agreement on the future of the site plan . On the other hand, are found especially fragile natural areas that today have no protection instruments and have a high rate of valorization as a resource for the production of goods and services. These include coastal areas and some of its most exceptional.
