Lessons Learned for Stand-Alone Photovoltaic System Projects Financed by Governments in Developing Countries: The Case of the Río Ibáñez Commune in the Aysén Region, Chile

Abstract
This study presents a descriptive analysis, from a technical perspective, of a rural electrification project managed by sub-national government entities in developing countries. It was conducted through a case study applied to a project involving 26 energy access solutions implemented through photovoltaic technology. The analysis is based on information gathered from technical inspections performed three years after the commissioning of the project, in consideration of the guidelines for guaranteeing the quality of stand-alone photovoltaic systems proposed by the International Energy Agency Photovoltaic Power System Programme. The article reveals that despite the fact that most of the solutions have functioned within acceptable margins, a need to improve this type of project in all of the sectors involved; public, business and citizen, is detected. The lessons learned and proposals for improvement are also presented, with the overall aim being for projects of this type, current and future, to move towards success and sustainability with public management, the competence of local professionals and the socio-technical aspects of the inhabitants playing an essential role.
