The bicycle and its interaction with other modes of transport in Chiles urban normative

Abstract
This article analyzes how Chilean urban normative regulates the interaction between cyclists and other modes of transport. A qualitative analysis of seventeen mandatory and indicative documents was carried out to understand how the norms regulate bicycles, the behaviours expected from cyclists and other road users, and how various conflicts emerging between cyclists and other modes of transport are treated. The results show little coherence or alignment between the documents, with few common goals or visions. Additionally, a fragmented governance dominates street management. The analysis also reveals how conflicts between bicycles and other modes of transport are treated. Importantly, this treatment changed with the National Urban Policy of 2014, which questioned the auto-centric vision of road space that has dominated Chilean urban planning over the last fifty years.
