Abstract

The discussion of a development plan conceived from the notion of territory is proposed here as. a central challenge. Thus, items that are gradually giving support to the notion of the city, on the basis of the different discourses about development prevalent today. From this starting point, we try to problematize the concept of territory in the field of public action, and explore how new forms of organization and spatial assessments are articulated stemming from discourse practices. We conclude, opening a longer-term discussion, that to look at the city as an object of planning seems unwise, as it is more a dynamic process than a static entity. Geo-historically it evidences trends and forms that only make sense in time, making it necessary to look at the city in a broader perspective. This is explored and discussed in the case of Metropolitan Area of Concepcion (AMC).
