Abstract

Many Chilean groups claiming for broader social inclusion are now appealing to international organizations in order to achieve their goals in their ght with national authorities. In some cases, the request of assistance and involvement of an inter-national organization is real and concrete. In other cases, it remains at the speech level and the request is used as a negotiation tool. This phenomenon is explained by the combination of four different factors: the high number of treaties and organizations of which Chile is a member; the social changes that explain the new demands for social inclusion; the violation of international obligations by Chilean authorities ; and the high levels of mistrust and dissatisfaction of the public opinion with the institutions and these authorities.
