ESTUDIO DEL CLUSTER COMO UN INSTRUMENTO DE GOBERNANZA TERRITORIAL EN CHILE: EL CASO DE LA PALTA EN LA REGIÓN DE VALPARAÍSO

Abstract

The clusters emerge as the tool to improve the competitiveness of enterprises and stimulate the territories. We argue that collective action is not guided only by market forces, but also by territorial and cultural logic. We rely on the case study of a cluster of Avocado in Chile. The first results show that this cluster did not work mainly because the actors not were mobilized in its creation. Geographical proximity is necessary but not sufficient to create a cluster. The territories are real organizations today so we should organize public policies in a more territorial than sectoral logic.
