Reflexiones sobre resiliencia urbana ante el cambio climático: el caso de la gobernanza local del sector transporte, Santiago de Chile

Abstract

This article addresses the problem of transport within cities as a factor that not only contributes to the increase of concentrations of greenhouse gases (GHGs) in the atmosphere, but also results in serious public health problems, congestion, environmental pollution, among others. When linking urban transport with climate change and urban resilience, the article presents different views on the role of governance at an urban scale as a fundamental aspect to mitigate emissions from the transport sector. Then we present some of the main advantages and barriers that local governments have for the implementation of mitigation measures in the face of climate change. Finally, a section is included in which the theme of multilevel governance is addressed as a fundamental concept to address the complex task of implementing effective and efficient strategies in the face of climate change. The case of Chile is mentioned throughout the article as a way of relating theory to the Latin American reality
