Abstract

The appearance of multiple actors, both state and non-state, begins to substantially transform the system of international relations, gradually crossing from a bipolar world to a multipolar one, a process that is perceived as beneficial for its universal scope, linked to economic and political development. , social and cultural, that promoted international cooperation, auguring in passing a dissipation of interstate conflicts. This study will seek to demonstrate the relevance of having a National Strategy or Policy that addresses the areas of security and defense, as an instrument to face multidimensional threats, a priority and guiding tool for each of the sectors and actors that would be responsible for carrying out those public functions and tasks under an integral vision, considering as a premise "that the sum of a whole is more than the sum of the individual parts".
