¿COMO ABORDAR EL DÉFICIT DE INFORMACIÓN PARA LA TOMA DE DECISIONES A NIVEL LOCAL? ANÁLISIS DESDE EL DISEÑO DE UN ÍNDICE DE DESARROLLO TERRITORIAL EN BASE A REGISTRO ADMINISTRATIVO

Abstract

This paper addressed the availability of aggregated data for decision-making into subregional level. Here, we propose a Territory Development Index (TDI) based on official statistics and administrative records. The TDI is composed by 19 variables pooled into 6 dimensions which are defines as: Cultural Capital, Social Capital, Human Capital, Institutional Capital, Physical Capital and Economic Capital. The model proposed it is based in the structural factors focus that define Development, which put into value are capable of trigger development processes inside the territories. The definition of variables that TDI are composed, it is based on method of consulting experts and multivariable statistics analysis to reduce the dimensionality of the data. This paper seeks to document most of the stages and decisions resulted in TDI as a way to open the discussion around this research area. Finally, it is presented the Indicator calculus for Angol and Carahue communes.
