Abstract

The life and work of the mayor Gastón Hamel de Souza is an example of the manifestation of the chilean aspirations for realizing public works of importance in the city of Viña del Mar, which might not have been carried out without the utilization of social networks of power that could support, influence and implement them. Everything had as principal aim the refoundation of Viña del Mar as the first city resort of the Pacific.
