Using a capability approach-based survey for reducing equity gaps in transport appraisal: Application in Santiago de Chile

Abstract

Since the introduction of the capability approach (CA) by Amartya Sen in the 1980s, many scholars from different fields have looked to employ this framework in an evaluative space, through the operationalization and measurement of capabilities. Some recent literature in transport has taken this approach for discussing equity implications to create innovative and more holistic solutions for solving distributional issues. However, the approach has not been operationalized within the more conventional transport project evaluative methods. This chapter explores the use of a CA framework in designing a questionnaire to explore the perceptions and experiences of different transport users, allowing the identification of gaps between population segments and social cohorts. This chapter explains the development of a capabilities-based questionnaire, discussing its application, measurement, and interpretation of the results. The case study in Santiago shows a highly inequitable context in terms of distributive opportunities and income. The approach is relevant for shaping new ways of undertaking transport appraisal and considering new measurement tools to approach transport users through the lenses of capabilities and opportunities.
