Why the Capability Approach can offer an alternative to transport project assessment

Abstract

The chapter elaborates three arguments that allow the connection of the CA to the analy- sis of normative conflicts within transport project assessment. A comprehensive literature review of existing sources on the CA and the potential use in transport planning is used for the analysis. Therefore, the aim of the chapter is examining the application of CA in pro- moting better transport projects, focused on the resolution or reduction of social conflicts. It considers relevant concepts such as freedom and opportunities, for the most vulnerable groups, especially under the lens of social equity. First, CA is discussed in view of the wider literature on social equity. Second, a framework is developed for using CA in transport, based on needs, capabilities and functionings. Finally, the application of this framework is discussed, including the use of qualitative methodologies in decision-making. In conclusion, the chapter argues that CA might be seen as a complementary evaluation method for assess- ing the social impacts of transport projects, based on the analysis of users’ expectations and attitudes towards transport and daily activities which they are able to perform.
