Using Central Human Capabilities for measuring transport-related factors affecting health and integrity
Abstract
The aim of this paper is to suggest the use of the Capability Approach (CA) (Sen, 1985; 2009; Nussbaum, 2011; 2013) for a more comprehensive social assessment of physical integrity and emotional response to travel in transport projects and schemes. The methodology uses a capability-based questionnaire, which reflects the applicability of some of the variables defined in the list of Central Human Capabilities by Nussbaum (2011; 2013) specifically in relation to concepts related to health integrity, senses and emotions in transport and capabilities for performing daily activities. It is suggested that those factors will impact users’ perceptions and their propensity for being able to achieve their capabilities and what they value. The paper is focused on the development of an applicable approach, measuring factors from the Capability Approach to be included as a complementary method for appraising transport projects. Regarding the capabilities measurement, Nussbaum (2011) has developed the Central Human Capabilities list for comparing quality-of-life requirements in different spheres of one individual’s life, and also for theorising about “basic social justice” (p.18). The list considers elements that should be accountable as part of social justice precepts for individuals.
