The mobility regime in Santiago and possibilities of change
Abstract
In this chapter I present a discussion on the concept of transport regime applied to Santiago. I depart from a critique on the usual approach to discuss governance regimes, virtually always based on the idea of 'good governance' or the notion that there are no alternatives to mainstream neoliberal policies. I then use an inductive method to map actors and conflicts that can illustrate possibilities of change. On the one hand, I characterise the main actors intervening in the political settlement that supports the regime. On the other hand, I explain the possibility of a post-neoliberal transport regime based on oppositions to the current order, focusing on the fields of communications, collective organisation and state policies. There are tensions, messages and cleavages within each one of these fields, which could inform an agenda for change towards a more just and sustainable transport regime in Santiago.
