Abstract

This report assesses Spain’s implementation of Article 5.3. It uses the questionnaire developed by the Southeast Asia Tobacco Control Alliance based on the Article 5.3 guidelines.25 This report only uses information available in the public domain. A scoring system is applied to make the assessment. The score ranges from zero to five, where five indicates the highest level of industry interference, and one is low or no interference. Hence the lower the score, the better for the country´s efforts to counter the tobacco industry’s interference.
