Abstract

La decisión de Erich Honecker de mirar a Chile como posibilidad para escapar de la Justicia alemana, es uno de los episodios más singulares, críticos y complejos de la política exterior de Chile. La hipótesis plantea que la lejanía geográfica, la distancia respecto al juego geopolítico de fondo, cierto vértigo histórico del país con respecto a los asuntos globales y las características de la transición post-Pinochet, otorgaron singularidad, criticidad y complejidad al episodio. Este se analiza desde la perspectiva de la carga de incertidumbre propia de cada transición, y de su impacto en la habituación/consolidación del régimen emergente. Se exploran los conceptos fidelidad emocional (Nibelungentreue), así como el de ruptura del carácter pactista como variables explicativas, ante un eventual colapso del consenso transicional. La tensión interna del gobierno de P. Aylwin fue producto de la cercanía de Honecker con sectores del Partido Socialista, sin cuyo concurso la transición era inviable. El trabajo concluye en que este episodio, “interméstico” en su naturaleza, finalmente no tuvo consecuencias desestabilizadoras, aunque sí impactó en el curso posterior tomado por el PS al abandonar posturas socialdemócratas; clave para entender el fin de la transición post-Pinochet. The Erich Honecker´choice to look at Chile as a possibility to escape from German Justice and his consequent asylum application, became one of the most unique, critical and complex episodes faced by the Chilean foreign policy. The paper assess that the geographical distance, the farness to the geopolitical world game, a certain historical vertigo of the country elite toward global affairs and the features of the post-Pinochet transition, gave the episode uniqueness, criticism and complexity. This is analyzed from the perspective of the unexpected increase in the burden of uncertainty, typical of each political transition, and its impact on the habituation / consolidation of the emerging regime. The concepts the emotional fidelity (free translation of the Wagner-inspired Nibelugentreue) as well as the breaking of the pactist character are used hereby as explaining instruments. The internal tension provoked amid the government of Patricio Aylwin was due to Honecker's proximity to some factions of the Socialist Party (PS), whose contribution to the post-Pinochet transition made it viable. Therefore, the reasons of the political and personal Honecker´s sympathies for the country are examined under the assumption of a possible rupture of the transitional consensus. The work concludes that this “intermestic” episode finally had no destabilizing consequences, although it did impact in the subsequent course adopted by the SP abandoning social-democratic positions; a fundamental drift to understand the end of the post-Pinochet transition.
