Communication Strategy for COVID-19 in Uruguay

Abstract

The whole world addresses “the Uruguayan case” to describe the way this country is dealing with COVID-19. By September 2020 Uruguay has managed to minimize the negative effects the pandemic conveyed to other countries in Latin America through very precise health and communication strategies based on transparency and real time information. The article summarizes the main communication decisions that the Uruguayan Government, and in particular the Ministry of Public Health, had to take. It explains how it implemented its communication strategy, illustrated with references to news and communication materials that were developed. The article is written from the perspective of Health Communication combined with the application of conceptual models taken from strategic communication, political communication and crisis management.
