Abstract

This study analyzes the conditions and effects of organizational and governance changes, especially focused on technological and scientific research. Using a case study, it describes the strategy applied in an emerging Chilean university, which is sustained on decisions that respond to the institutional reality, contextual conditions, and empirical and theoretical fundamentals. The results achieved through explicit policies and purposeful institutional planning show that, in the short term, there was an important increase in the quantity and quality of academic scientific research. This was particularly measured through publications in indexed journals (WoS-Scopus), Q1 and Q2 journals, and top-10 publications. There was also an impact on the quality index of priority areas, positively impacting the institution position in international rankings and its capacity in terms of human, physical and information resources. This experience demonstrates that this successful development is based on three general but essential aspects: (i) short term deadlines, considering decisions and results; (ii) use of relevant information for the decision-making and feedback processes, and (iii) quality assurance in research and research management.
