Abstract
Together with the Foundation for Overcoming Poverty and thanks to the DICYT Research Project No. 091312YR from the University of Santiago, this study focuses on the concept of Social vulnerability closely related to urban territories and the problems they present. The research defines the concept of Territorial Social Vulnerability which allows zoning the territory as Macroareas of study according to their political and administrative division. The purpose is to identify determining factors and variables that serve as input to generate the methodology that can diagnose and identify different levels of social vulnerability at regional and municipal level, considering the territorial effects. The results will help to be more efficient targeting current methodologies and improvements of policies, plans and / or government programs that address the needs of the most vulnerable and poor population.
