Abstract

The 1925 Constitution was the first one to include the problem of social housing as a State issue, turning this problem, from then onwards, into a political dimension. In order to analyze such phenomenon, this article examines the presidential speeches, between 1926 and 1973, as sources that show the way in which the central government faced this problem. The analysis of their contents shows that although some topics, such as the shortage and quality housing prevailed, three new themes related to the location, promotion and physical planning of the city emerged.
