A multiscale approach to just energy transitions. Reflection based on the revision of interpretative frameworks

Abstract

Just energy transition has become part of the agendas of decision-makers, organizations, and academia. The conjunction of the planet's climate and ecological crises, together with high levels of poverty, inequality, and discrimination, has led to the rise of the Just Energy Transition debate, attracting different visions that converge and dispute the term. The diversity of perspectives and agendas implies the existence of multiple focuses, both when observing the problem and when establishing principles of action to overcome it. Through this document we seek to review the background and conceptualizations from these different perspectives and their impact on the recognition of the problems derived from the operation of energy systems. Based on observations of the origins, definitions and conceptual transformations that have taken place around these frameworks of interpretation, we conducted an analysis of their tensions and convergences, recognizing the subjects, objectives, spaces and temporalities involved in each perspective. We do not intend to close the debate with a definition of just energy transition, but to recognize elements that can be discussed from different conceptualizations and agendas. We intend to respond to the problematization with a situated view and at the same time allow us to position ourselves with a proposal to address the process and respond to the limitations of the different agendas of just energy transition.
