Abstract
The objective of this review and discussion is to examine the historical evolution of special education in Chile, its role as an educational modality still present in the education system, and the limitations of the educational system in progressing toward inclusive education. A historical review of the emergence and regulatory development of the three current educational models is presented. Then, the issues involving special education and the recognition and exercise of rights for its students are analyzed. Finally, the author discusses the main challenges that hinder an effective transition toward inclusive education and reviews local proposals to facilitate the shift toward inclusive education.
