Proposal of Smart City Guidelines at Municipal Level: Internet of Things (IoT) Implementation Strategy for the City of Brasilia (Brazil)

Abstract

Currently, many cities are seeking to become smart cities. They strive to improve their management systems to generate highly connected and monitored cities. To this end, best practices in sustainability, resource efficiency, and sensorization technologies are used. In Brasilia, the capital of Brazil, although initiatives have emerged, a plan that integrates all relevant aspects for the implementation of a smart city has not been consolidated. This research proposes an implementation plan for a smart city in Brasilia, focusing on using the Internet of Things (IoT). Socioeconomic, technological, and regulatory constraints diagnostics were performed. An implementation strategy is proposed based on five items relevant to the cities: Science, Technology, and Innovation; for international outreach; education and professional training; connectivity and interoperability infrastructure; and regulation, security, and privacy. Thus, the analyses are shown so that other researchers and interested parties can replicate the proposal and reflect on the application to other cities and similar contexts. The main contribution of this research is to provide a clear guideline of the process, together with examples of implementation for the case study, including activities and indicators for monitoring. In this way, other authors can replicate the method to analyze and propose smart city projects for other cities.
