Electoral vulnerability and localism under two electoral regimes: the case of Chile
Abstract
This article seeks to test empirically to what extent localist behavior by legislators is influenced by electoral vulnerability in Chile, following a recent electoral reform. Our results show that such a relationship exists in the case of non-legislative speeches delivered in the Chamber of Deputies, but not in the case of personal meetings held by parliamentarians with constituents. Furthermore, we found that the relationship between electoral vulnerability and a focus on local issues depends on district magnitude. By examining pre- and post-reform periods, after district magnitude was increased while preserving proportional rules, we also show that incentives to cultivate personal votes are more nuanced under the reformed system. © 2024 Elections, Public Opinion & Parties.
