Gestión municipal en Chile y entrada en régimen de la Ley 21.180. El desafío de la transformación digital

Abstract
Abstract The entry into force of Law 21.180, its regulations, and modifications, under the name Digital Transformation of the State Law, presents challenges, risks, and opportunities for local administration. The objective of this study is to analyze the situation of municipalities in Chile and identify critical issues related to organizational, process, and resource matters. The results are presented for a population of 345 municipalities disaggregated by typologies, using the available mechanisms of the Transparency Law 20.285. From the results obtained, it is established that local administrations, at the time of initiating the regulated phases of the law, present diverse realities, and deficits in planning, resources, and communication among the actors involved in the process, whether they are other public agencies or citizenship.
