Today the majority of the world population lives in cities, but instead of diminishing poverty it has been urbanised and given a new face. The quality of life that city’s offer to much of its population, particularly in developing countries, is below acceptable levels. The actors (ministries, local governments, NGOs, civil organisations, private developers) and professionals (transport engineering, planners, economists, sociologists, and others) intervening the cities, each have their own interests, methods and perspectives with little collaborative work. In this context, serious evidence based multidisciplinary work needs to be carried out in the next years.
I have dedicated most of my academic life to the improvement of the built environment of the urban poor in Latin America. From the evaluation and implementation of sanitation and slum improvement programmes, to incremental programmes and self-help housing initiatives, neighbourhood improvement interventions and preservation of heritage areas. These experiences carried out with support of IDB and World Bank were shared in Uniited Nations World Forums and through academic networks (MIT in USA, DPU at UCL in UK, TUB in Germany and many other Higher Educationa Instiotutions in South America, Australia and Europe).
Through this long experience I have come to realize that one vital variable that was not been considered enough was the spatial configuration. It is important to understand the effect that space has on movement flows, in urban differentiation and in land use. It is also vital to work in an expanded field, where various disciplines would meet, enlarge their specific traditional fields, looking for synergies. In this line of thought I have been coordinating through an Alfa Structural Project financed by the European Union, in the last year and a half a network of 18 Higher Education Institutions from 18 countries from Latin America and Europe where we are studying the role and contribution that the professionals in the urban field will make for creating a sustainable urban environment in the 21st century. Our aim is not only to improve the effectivenes and employability of our graduates but also to improve the quality of life of the urban population, specially the traditionally excluded urban poor.
