Most Chileans live in cities and, unfortunately, Chilean cities are not good examples of efficient, equitable and sustainable transport systems, nor of providing good environmental conditions. The rapid growth in motorisation coupled with an still inadequate public transport system (in spite of significant improvements over the chaotic problems experienced in 2007 with the new public transport system in Santiago) are daily topics of concern and much commented by the media. In this context we believe that our findings will be of great interest not only to researchers but to society in general.
In the last three years, we have been actively investigating ways to improve our urban public transport system, to improve our understanding about the factors influencing city centre location, to define mechanism that would make acceptable the implementation of much needed policies designed to make motorists aware of the magnitude of the external costs they impose on society (leading to more efficient decision making), and formulating novel models that allow us to understand how users make complex choices (i.e. time of day of travel and mode) in the context of their travel patterns throughout the day. Results of these efforts have been disseminated at seminars in Chile and abroad, and have led to several papers published in prestigious journals. What is more important though, is that the methodologies created in these investigations have been applied first (as maybe typical in our country), in several countries abroad: Australia, Norway, Spain and more recently, Germany, but currenty the Chilean government has formally engaged our team in two important applications: one, designing the official methodology to incorporate the valuation of externalities, such as accidents and environmental pollution in our social evaluation approach, and to design an incentives policy for urban developers geared to achieve both densification and less segregation in the vicinities of mass transport stations.
