He has more than 20 years of experience in educational technology, with projects implemented in Argentina, Brazil, Chile, United Kingdom and United States. He lead from 1996 to 2008, a multidisciplinary research and development centre of technology enhanced learning (Eduinnova). His research and development projects have received the support of: Chilean Ministry of Education [CONICYT & Enlaces], Chilean Ministry of Economy [CORFO], Bradesco Foundation, Ericsson, Microsoft, Motorola, HP, Minera Escondida Fundation Minera Los Pelambres Fundation (Antofagasta Minerals) and Intel.
Additionally, he was a consultant for Chilean Educational Technology agency (Enlaces, 2008-2010), UNESCO office in Santiago (2010), The World Bank (2016), the Interamerican Development Bank (2016) and the Chilean Ministry of Education (2016). He has participated as member of several expert panels such as: Education Group for the Chilean Digital Strategy (2013-2020), Chilean ICT skills for learning standardized test (SIMCE TIC), School Digital Development Index (IDDE 2012). Is member of the Educational board of Fundación País Digital, non-profit organization to promote the use of ICT in Chilean society and the Chilean chapter of the OECD's project Innovative Learning Environments.

The Think Tank of the Inter-American Development Bank, GobAPP, invited professionals, public servants, civil society, entrepreneurs, students, journalists, researchers and fans of the data, to contribute to the discussion in Latin America and the Caribbean on Open and bigdata data and its impact on human development. A team of three experts from the Inter-American Development Bank (IDB) and five outside experts invited as jury members, selected three research papers that mostly contribute to the discussion on Open Data and Big Data for Development in Latin America and the Caribbean.
