El profesor Latorre junto con Claudio Bunster fundó el año 1983 el Centro Cientificode Santiago, con residenci luego en Valdivia
Creó el año 2008 Instituto Milenio Centro Interdisciplinario de Neurociencia de Valparaiso y a través de este Instituto y sus programas de outreach a diseminado la Ciencia y la Neurociencia en Chile.
