I am a Medical Doctor from the University of Chile, with a Specialty in Pediatrics from the same University, Master in Nutrition from the Institute of Nutrition and Food Technology (INTA) of the University of Chile, Diploma in Social Management from Flacso and Diploma in Management of Public Policies of the Faculty of Engineering of the University of Chile.
I have more than 30 years of experience as a doctor, the first 15 years dedicated to clinical medicine in pediatrics and nutrition, and academic at the University of Chile, and then almost 15 years of experience in development, management, implementation and evaluation of public policies. in the areas of nutrition, food, food security, food programs, malnutrition, eating behavior, lifestyles, food safety, social and economic determinants of health, and food environments. In addition, I have been responsible for supporting, managing and evaluating policies, programs and projects for children and the life cycle, health promotion and citizen participation and intervention in communities, schools and workplaces

From the logic of the essential functions of public health I have had the opportunity to build new legislation and regulations on food and nutrition, food surveillance and control programs, stewardship and professional training in regions and health services, and health promotion and citizen participation projects throughout Chile, conducting workshops, seminars for community leaders, health forums and citizen dialogues, around issues of food, nutrition, childhood, parenting, attachment, active living and self-care.
Internationally, I have been an advisor to the World Food Program (WFP), the Pan American Health Organization (PAHO), the World Health Organization (WHO), and the Food and Agriculture Organization (FAO), in different countries in Latin America and the Caribbean, as well as Asia, Europe and the United States, on issues of nutrition, food, food programs, breastfeeding, malnutrition, food environments, nutrition labeling and food advertising. I have also presented papers and Chilean position in international assemblies of FAO, PAHO, WHO, World Trade Organization (WTO), Codex Alimentarius and Organization for Economic Cooperation and Development (OECD) and numerous national and international congresses.
I have also worked as a team leader and supervisor both in my clinical experience and in teaching teams, as well as in public policies.
In the last 4 years in my position as Head of the Department of Nutrition and Food of the Ministry of Health of Chile, I was responsible for leading and successfully managing an innovative measure to modify the food environment to combat obesity, through the design and implementation of Law 20. 606 on the Nutritional Composition of Food and its Advertising, which introduces the Frontal Warning Labeling, discs for "High in" sugars, saturated fats, sodium and energy; the prohibition of "High in" foods in schools and the Prohibition of Advertising of these foods, aimed at children under 14 years of age. I also directed the implementation of Law 20.869 on Food Advertising, complementary to the previous one, which increases advertising restrictions, prohibiting the advertising of "High in" foods in daytime in movies and TV and prohibits all forms of advertising of breast milk substitutes. Both laws are now in full force and effect, despite the many barriers along the way, and have demonstrated a successful implementation process and initial results.
In this governmental task, I also led the redesign and modernization of the free food programs of the Government of Chile, incorporating new beneficiaries according to the new times, for example, allergic children and people with metabolic diseases, whose food needs are now covered by the State; as well as numerous feeding projects, promotion, management of malnutrition, neonatal screening, high-cost nutritional treatments, food taxes, and the quality management system in food safety.
During my time at MINSAL, I had countless interviews and press conferences in different media (TV, radio, written media) to press conferences in different media (TV, radio, written media).
In my academic role, I believe that my main contribution is the creation of GTOP, Transdisciplinary Group for the Obesity of Populations with academics from different faculties and institutes of our different Faculties and Institutes of our University, which has been working uninterruptedly for 4 years, producing uninterruptedly working, producing teaching, research, publications and extension/linkage with the environment. In spite of not having direct funding, GTOP has an internal organization in committees (board of directors, communications, web page, website, etc.) that allows us to function permanently, to permanently, with a web page (https://gtop.uchile.cl/), twitter (@gtop_uchile) (@gtop_uchile), multiple outings in the media and several invitations to be part of seminars, talks, expert committees and national consulting groups.
